Carol Rugege

Carol Rugege is a strategic communications and public affairs leader with more than a decade of international experience in brand strategy, corporate communications, and stakeholder engagement. Based in Kigali, Rwanda, she currently serves as Head of External Affairs, CSR,
and International Communications at Airtel Rwanda, where she leads regulatory engagement, corporate reputation, and strategic partnerships.

Previously, Carol served as Head of Brand & Communications at Airtel Rwanda, where she led major initiatives including the company’s rebranding, the launch of Airtel’s 4G network, and the rollout of the Imagine 4G smartphone. She also helped drive the Connect Rwanda 2.0 initiative, contributing to the distribution of over 1.2 million smartphones to underserved communities to expand digital inclusion.

Earlier in her career, Carol held strategic communications roles with One Acre Fund, where she significantly expanded the organization’s global digital presence, and with the East Africa Exchange, where she led membership growth through regional outreach campaigns. She has
also served in leadership and communications roles at Akilah Institute for Women, Gahaya Links, and the Embassy of the Republic of Rwanda in Washington, DC.

Carol holds a Bachelor’s degree in Mass Communication from Grambling State University and is currently pursuing an Executive MBA at the African Leadership University School of Business. She is recognized for her ability to craft compelling narratives, build high-impact partnerships, and lead communications strategies that drive organizational growth and social impact.
